我第一次练习写作,不过有点搞不清题目的要求有好多种,怎么写才好?请高手赐教!

以下是78题题目:
78."Two years ago, the nearby town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. Therefore, the best way to improve Hopewell's economy—and generate additional tax revenues—is to build a golf course and resort hotel similar to those in Ocean View."
Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on these assumptions and what the implications are for the argument if the assumptions prove unwarranted.

By showing the impressive rise in tax revenues of Ocean View and some cheering changes took place in it, the mayor of the town of the Hopewell proposes that Hopewell should build a golf course and resort hotel similar to those in Ocean View to boost Hopewell's economy. No matter how brilliant the vision is, it is doubtful to be accomplished since the mayor mistakenly based on the wrong assumptions.
First of all, the mayor assumes that the two towns are comparable, asserting that the additional tax revenues will be attained by building the same facilities as Ocean View's in HopeWell. Nevertheless, this is not convincing because he doesn't take into account the circumstances and natural conditions, which are the first things to consider and are the basic elements of the success of the scheme. If location of HopeWell is in the deep area of the land, we say, just in a basin surrounded by endless mountains, it will not be right choices for tourists golfing and relaxing here, and consequently it is not sagacious for the government of HopeWell to implement that plan. This plan can be somewhat feasible only when the topographical conditions and other aspects of information related to the environment in HopeWell has been checked.
What's more, the mayor also bases his argument on the false assumption that the 30 percent increase in Ocean View's tax revenues in the past 2 years is resulted from new built constructions. Overly simplifying the situations, he fails to recognize other possible causes of the increase. Rather than the constructions of the facilities, Ocean View may benefit from other objective facts: the efficient and powerful management of the local government, well-based economy or the good condition of weather these two consecutive years. Therefore, it is not so convincing enough to build a golf course and resort hotel with this unreliable assumption.
To say the least and assume that all the factors mentioned above are amenable to HopeWell, however, the mayor still makes faulty and imperfect assumptions. While what Ocean View has done may bring to HopeWell the same achievement, which is not only tempting for the government, but also helpful to improve life level of the whole residents for the surplus of the income, it may also bring the huge amount of cost to HopeWell to afford and in the end, the considerable cost will impair or even reverse the increase of the revenues.
In addition, assuming that the terrific conditions will continue is terribly wrong without enough dependable forecasts towards the market and economy environment in the future from the experts. What if the overall market is weak and the sharp diminishment of the amount of tourists in the next few years? It can turn this seemingly desirable scheme into catastrophe to HopeWell to totally demolish its economic vitality.
In the nutshell, till now we cannot decide whether the plan is feasible or not with so many holes and flaws in the assumptions of the mayor, and it needs further examinations and investigations.
