the article argues that the leaders are less than the needs of different departments , and ask you how to deal with the problem . the company however excludes two methods such as employ heads from outside and let current head in charge of more than two departments . that is to say you can't solve the problem by changing the people .therefore , by reduce the number of the departments , the company could eliminate the expected vanacies .

这题答案不是没定吗? E reduce the number of department 包括了兼并部门的情况和原文不符.
