我自己的理解：
捕捞龙虾的非法活动并没有那么密集以至于在Belukia这片区域能捕捞的龙虾数量急剧减少（直到到1996年）

换句话说，这个选项排除了是非法捕捞导致可以捕捞的龙虾数量减少

米好意思，我还是没太懂。它意思不是说9000T可能都是非法的嘛，A怎么就假设了呢？
