as much as, this is the structure that this sentence is trying to say, so we go with E

Here even means on the same level; in the same plane or line; parallel
A debt ratio of 30% of gross domestic product is even as much as even the strongest national economies incur.
The whole sentence means the debt ratio is on the same level as the national economies, you can simplily say that the debt ratio is equal to the national economies.
