Press Secretary: our critics claim that the president's recent highway project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties. They offer as evidence the fact that 90 percent of the projects canceled were in such districts. But all of the canceled projects had been identified as wasteful in a report wrtten by respected nonpartisan auditors. So the president's choice was clearly motivated by sound budgetary policy, not partisan politics.

答案是B。我没懂为什么。我觉得B明明就是削弱啊。肯请NN解释~

assumption取非之后如果削弱就是对的，B取非之后是说那些浪费钱的项目大多是controlled by the president's party。但是题目中说 90 percent of the projects canceled were in such districts（opposition parties）。这不就削弱了结论不是为了政治目的而是因为sound budgetary policy。因为要是真的是为了sound budgetary policy，对于取非后的B选项就应该大多部分被取消的是controlled by the president's party。
