本题答案为B,可我错选了D,根据OG的解释， D项的错误原因是this指代不清楚。
那为什么B项里it就指代清楚了呢？在这里it是指代maritime code的。
关于指代的问题一直很困惑，永远搞不清先行词，请大侠赐教！！！

这道题的话要重点关注一下原句中they的指代呐
1.首先原句中，从逻辑来看they想指代the new maritime code ，但实际上不能指代
2.D中this不能单独在句中指代名词的，this是不同于they的，关于这一点可以看曼哈顿语法，很详细
3.C和E项句子结构不完整

this作为代词不可独立出现，后面必须加上一个相对概括性的名词，两者一起指代之前出现的某个事物
