Manhattan 5th SC Guide Page 164, Chapter of Idiom

Means
Right: Music education is A MEANS TO improved cognition.
这里的“to” 是介词？因为improved cognition是一个名词性结构呀

但是我查字典又有例句，The move is a means to fight crime. 这里不是 a means to do么

所以这货到底咋用
