首先看看，they的指代，我们看看前面出现的名词：

谢谢，我是觉得他说its没有clear referent是指its的什么的distribution and consumption，不是说its本身指代不清，一个句子出现的its指代一样的东西很明显its本身没有指代不清，所以C不对的一个方面可能和原句清晰指代了什么的distribution and consumption（of those resources)有关。本身（of those resources)的意思就是of its resources正如你说的一样。
