A中是不是has用錯了,,,另外B中的by which 這個用法要怎麼解釋呢?

这题我也做错了, 先选了A. 再仔细看一下, E是对的.

the devastation and enslavement (in the name of progress) that have decimated the native peoples of the Western Hemisphere.

意思是正确的.

而A是devastation and enslavement in the name of progress that has decimated native peoples of the Western Hemisphere

逻辑错误.
