为什么是选B 而不是C 啊？？

首先C里an ambitious plan后面应该是接to而不是for这个就可以杀C了；另外，intending修饰的step主被动不对所以肯定是B对

intending 不可以做状语修饰proposed的这个动作么？？

就是intend的非谓语动词，也就是现在分词和过去分词在做修饰的时候要看和被修饰的逻辑关系。也就是intend的发出者不是被修饰的steps，所以应该用被动啊
