Transnational cooperation among companies is experiencing a modest recovery among United States firms, even thogh projects undertaken by one more companies under a collaborative agreement are less profitable than projects undertaken by a single company. The advantage of transnational cooperation is that such joint international projects may allow U.S. firms to win foreign contracts that they would not otherwise be able to win.

答案是C more common 和 less common是由什么推出来的？

一点也不牵强。从第一句来看Transnational cooperation among companies is experiencing a modest recovery，关注这个modest recovery，有恢复，说明之前有下降，那下降是从哪儿下降的?是从高处下降的。举个形象点的例子：刘翔的腿伤正在恢复由此可以知道什么？他很久以前腿很好的，然后受伤了，现在在恢复。那么他腿的状态现在不是历史上最好的，因为受过伤，也不是最差的，因为他恢复了一点。这就是所谓的both more common and less common
