我觉得选E。因为这题的goal：减少total amount of waste. 而后面论证的是用：waste output per production worker. 每个人的waste output不等于总的waste output。所以要在这两个之间建立联系，就是工人的数量问题：只有E说了：1994年的工人数量不必去年的工人数量少太多，就是差不多了。
证明：1994年的waste output per production worker>去年的waste output per production worker
选项E说：1994年的工人数量差不多= 去年的工人数量
结论： 1994 总的waste > 去年的总的waste

这是我的理解，对不对呀？

或者把E取非：看能削弱吗？
E取非：1994年的工人 < 去年的工人数量
题目说：1994的平均工人waste > 去年的平均工人waste
则不能证明1994的总waste比去年的总的waste少。。。所以取非能削弱，

我觉得这题的结构是：program开始，然后1994年的平均每个人的waste比去年的平均每个人的waste少。所以得出结论：program能够帮助实现计划（也就是总的waste减少）= program导致总的waste减少
