答案是E，唯独有一点不明白，答案解释说arise一定要加介词with才正确，但是一般介词后面要有sth才行吧，请高手指教，谢谢啦〜〜〜

去掉with

句意为societies arose the city-states, non-logical

它是两个介词共用一个宾语，所以with 后边其实有sth的
