答案是A，但是感觉A句子有点残缺呀。句子主干没有主语呢？？后半句的also是不是很多余？因为establish是主句的verb呢？

修饰语太长用一个comma隔开。
我也觉得有点多余，可能是为了表达除了made之外的有一个行为
the act of Congress not only made provision for... but also established
