The new government requires employers to inform an employee of their legal right to holidays and overtime pay.

我选的是E，因为they离employees最近，应该是没有指代歧义的吧？可答案是C，是C更优还是？

E中的they指代不明。存在歧义。

为什么指代不明呢？不是就近指代employees么？

我仔细看下题目，会发现：后面的that引导的不是一个定语从句，而是个名词性从句，用来表述inform的内容。所以这里they可以指代上一层级的任何一个复数名词，而不是就近指代。还有employees不是特指，所以前面不应有定冠词the. 还有require sb to do sth是个固定搭配。

这是个固定搭配，是一个判断的依据，前面的两点已经足够把E排除了。
