D.with less limitations on water access

答案是A。
我不明白的是关于less limited water access哪里awkward了。
less limited修饰water access感觉没问题啊....

LZ说的是C选项吧，个人C选项有以下几个错误：
首先，where如果作定语从句无法修饰clans。
其次，they不能明确的指代哪一个名词。
还有，less limited water access还是had less limited water access是完全不同的，这里无法分清楚核心动词。

因为开始直接把had忽略掉了，所以less limited water access变成单独的。不觉得less修饰access是因为less离limited近。。。囧

因为less既可以作为adj,也可以作为adv.

所以C中awkward是因为：

less limited water access有两种解释

1. (less limited) water access 此时less作为adv.

2. less (limited water access) 此时less作为adj.
