premise只说了：“since most crimes committed by localteenagers take place between 3 p.m. and 6 p.m.” 只说了crime，没说这个crime 是大是小哇

这样翻译你看对不：P地的居民担心当地青少年提高频率的严重犯罪。作为回应这种担心，当地政府出台一项措施保证强少年在late evening的时候在家。即使这个措施有效，也不能解决当地居民的担心，因为大部分的犯罪发生在3-6点。

题目中提到的是两个不同的概念，当地居民担心的是啥？严重犯罪。 3-6点发生的是啥？犯罪。 B选项正是利用了这个模糊点，进一步定义了 3-6点的犯罪是小犯罪不是当地居民所担心的大犯罪。

这题问的是什么？
Weaken的是啥？作者说政府的措施不会有效。所以，要选“能起到作用”之类的，对吗？
