(C) it is against a
(D) preventing those against a
(E) it is to prevent those against a

正确答案E，为什么不能选B呢？
不是说只要不引起歧义，能省就省吗？！

我的理解是
比较对象是
prevent crimes against property和 prevent crimes(those) against a persone
他们之间的难易程度比较
而不是 crimes against property 和 crimes(those) against a persone 不补充prevent 这个动词是make no sense的

我觉得是前后句型一致啊，as。。。as前后句型时态都要一致，it is可以省略后面的
