On account of a law passed in 1993, making it a crime punishable by imprisionment that a United States citizen hold gold in the form of bullion or coins, immigrants foundthat on arrival in the United States they had to surrender all of the gold they had brought with them.

C: Because of a law passed in 1933 making it a crime punishable by imprinsonment for a United States citizen to hold.

这题只有C是对的. 但我想请教一下C的because of a law passed in 1993 making it a crime 在语法上是什么结构.

1) 我觉得passed 和making 是过去分词和现在分词同时修饰law.

2) making it 中的it 是不是指代 a United States citizen to hold gold?

hold是动词么，那么和逗号后面的句子，一共就2个动词了？
