这道题你对E的解释是题目中已经限定了评估方向是可行性，弱弱的问一下。。。为什么限定了呀

Officials predict that this increase is sufficient to ensure

这里的sufficient表示的是“足够的”，也就是说题目仅仅问你的是，下列哪一项是足够能保证计划成功达到目标的。题目本身就不要求你考虑副作用。也就是说，只要能可行就行，不考虑其他问题。

感觉这种限定和转基因棉花的那道题里面那个藏在论证里的“被虫子严重破坏 ”那种限定很像
实战里还都挺难找出来的

其实也就这么一种。。sufficient这种。。。。
