我想的是“作者认为，惩罚那些在工作区使用互联网的人可以减少人们花在私人活动上的时间，从而提高他们的总体效益”

最后的那个their指代不清吧，LZ的意思应该是提高雇主的利润，但是这句话的前文是雇员，于是可能会被误读成，减少雇员用在私人事务上的工作时间会因此增加雇员的利润。。。。
