E to establish tighter restrictions on the amount of grain farmers will be allowed to grow and to encourage
这个题的答案是E 没问题，但是想问答案里的will 在此题中是谁的谓语。

可是some newly elected members from rural states will try…不是主句吗？如果后面的也是主句没有连接词啊

是我没说完整，farmers will be allowed to grow and to encourage是包含在主句里的，如果说它作定语也可以。

that指代amount。amount在farmers will be allowed to grow句中作宾语，故可省略。

and to encourage和to establish并列
