could anyone please explain why

天山 7-17 answer is D, why C is wrong.

the explanation of second boldface of choice C is wrong!!

second boldface doesn't provide any ground to suggest that first boldface cannot achieve its goal. It just provides other means to achieve the same goal which the first boldface want to achieve.

by the way, please paste the question and obey the regulation of posting!

1.

C- cannot achieve its objective;

D- is not needed

他们之间存在逻辑关系:cannot achieve objective, therefore is not needed

2. 在那两个词的使用上practice Vs. policy . 到底这算一个practice还是policy呢?

我认为滴一点更重要

选D。

原因:

A。justify错。judgement也错。第二句并非定论

B。explain错。根本没有打算解释它怎么送人去培训

C。can not achive its objctive错。因为第二句说明了目的有两个但不可以同实现。因此并不是不可以达到目的,只是不可以同时实现

E。consideration错。should be abandoned太主观,只是无必要罢了

要是选C   第一个是行为,那么行为的目的就是增加经验了,能实现这个目的啊,怎么不能啊!
