35. Affirmative action is good business. So asserted the National Association of Manufacturers while urging
retention of an executive order requiring some federal contractors to set numerical goals for hiring minorities and
women. “Diversity in work force participation has produced new ideas in management, product development,
and marketing,” the association claimed.

是的我搜索过了，但是还是又不明白的地方，关于"rentention of the exectutive order..." ,对于一道已经讨论过的题目，我认为还是有不懂应该怎么办呢? 是在原来的帖子里面继续讨论还是自己新发贴提问呢？

while urging retention of an executive order requiring

first: retention = the act of retaining;

requiring 修饰 order, doing表示永久属性，一个SC中长考的语法点；这样句子结构就比较明显了；

thank you very much...i know what retention means now...

but........

is requiring used as a verb "require sb. to set numerical goals..." or as the modifying verbing format?

I am confused ....
