理论上说，联合国的国际公务员是被禁止向他们自己的国家政府拿工资的。但实际情况是，一些国家政府仅仅是把他们指派的公务员的工资替换成生活补贴的形式。（就是说其实还是发钱给自己国家的公务员的）
