E Using two independent clauses separated only by a comma creates a "run-on sentence"; the sense of the
sentence is changed by the omission of may.

E说的意思就是如果你要连接2个独立的句子不能仅仅用逗号。连接2个独立的句子需要用逗号加and。而且E是：There is agreement among United States voters that there is waste in government and that the government as a whole spends beyond its means, it is difficult to find broad support for a movement toward a minimal state. 你不觉得there is嵌套there is非常的啰嗦和不靠谱吗？
而A用的是however much...结构形成的让步状语从句是可以直接连接两个分句而不用and的

是不是A是 'however much...its means, it is...' , 即让步状语从句+独立的句子；
E是 'there is agreement..., it is...', 即独立的句子+独立的句子？

不好意思回你晚了，However引导的让步状语从句你可以把它和when引导的时间状语从句或者because引导的原因状语从句做一样的理解，when可以用来连接2个独立的句子，because也可以连接两个独立的句子,例句如下，所以however也一样。如果没有这些状语从句的连接词，或者没有and，2个独立的句子是不能仅仅用逗号连接的~
