这题我选了D。A第一个就排除了。我觉得按照ETS的习惯，这个ITS出现在指代内容PROPOSAL前应该是不合理的啊。请NN讲解一下，谢谢！

D. whatever the proposal's merits 是插入语，主句主语是 to tax away ，这样二者没有联系了。
