At the beginning of the year, the city allocated $150 million to cover the increases in wages that it expected to approve as a result of negotiations with the municipal labor unions.

B. increased wages it expected to approve from negotiations
C. increasing wage expected to be approved as a result of negotiating
D. negotiated increases in wages it expected to approve
E. increases expected to be approved in wages from negotiating

A里面从句中的it指代什么?
表示两个句子的比较可以这么写吗?我觉得正确答案里面为什么找不到谓语啊?
怎么样才能判断究竟是increase in wage 还是increased wage还是increasing wage呢?

increasing 表示正在进行的状态, 在GMAT中不常用, 而increased是表结果, 在GMAT中用地多,作为名词的increase 也经常使用.  在此题中, as a result of >from 导致选A而不选B.  it 是指代the city.

    有句子比较嘛?
3、谓语:allocated
4、increase in wage :中心词是increase,介词短语in wage 做修饰。
   increased wage和increasing wage:中心词是wage,分词做 increased 和increasing 修饰

它们意思完全不同了,记住随便改变原句合理意思必错!
