那文章应该理解成 政府允许主要航空公司只留最赚钱的航线,而放弃其它航线。政府的这种做法(停止原来的规定的不许主要航空公司不经营不赚钱的航线。)对没去过大都市机场的人不利。
就是说政府允许只留最赚钱的航线对没去过大都市机场的人不利
我就不明白为什么 cease regulation 里的regulation 一定是指的原来的regualtion ,文章又没提到原来怎么样!怎么就不可以理解成

The point of Question 18 is that to allow sb to do sth doesn`t necessarily implies that that person will do it .
The reasoning of the stimulus is that the government`s deregulation led to abandonment. If the reasoning is correct, we must show that the major airlines` maintenance of those less profitable routes before the deregulation is not completely caused by other reasons than government`s regulation.
