as后面接句子

like不对，应该用as，比较的是两者的行为，work。前面的to plan和to develop可认为平行，错，第一个to最好省略

way在后面那个定语从句能充当任何成份吗？？？

定语从句关系词有两种：关系代词（在从句中作主语，宾语，定语等），关系副词（在从句中作状语）
此例中that即为关系副词，在从句中无任何成分。
当然这里用in which 或者省略that都可以

其他例如：
I still remember the place 'where' I met her for the first time.
There comes a time 'when' you have to make a choice.
