mandated a maximum speed of eight miles an hour, required cyclists to keep feet on pedals and hands on handlebars at all times, and granted pedestrians right-of-way
这三个平行是一个大平行, and前面还有一个逗号原因 是为了让你区分开大平行和 required cyclists to keep feet on pedals and hands on handlebars at all times 这个小平行 如果不加逗号的话,
required cyclists to keep feet on pedals and hands on handlebars at all times and granted pedestrians right-of-way
这样看起来 就混乱了 大小平行就混在一起了。。
