I still don't get it.

those means "japanese unions" so it will be like"Unlike japanese unions in the United States, Japanese unions appear reluctant to organize"

it obviously wrong.

1) they, their, it都是完整指代,即指代包含了被指对象的所有修饰成分
**注意仅仅是修饰词,如:
  In Japan elderly people are treated with far greater respect than they are in most Western countries.如果前面的elderly people没有其他修饰,后面时可以用they来指代的。不包括in Japan
2) onethatthose核心词指代
3) that , one , it 的区别见补充说明

以下是ron对指代问题的看法:

second, "it" must stand for a noun with all attached adjectives and essential modifiers -- you can't just cherry-pick the noun, leave the modifiers behind, and assume that "it" stands for that noun by itself.

example:
summers in las vegas are hotter than they are in providence.
--> WRONG
the intention here is clearly that "they" should stand for "summers", but it doesn't -- it MUST stand for the entire construction "summers in las vegas", since you are not allowed to discard the essential modifier.
therefore, this sentence unintentionally refers to las vegas summers that are in providence, an absurd notion.

"Japanese unions" is a noun ("Japanese" modifies "unions")
"those in the US" is a noun ("in the US" modifies "those", which refers to "unions")
Noun A compares with Noun A --> parallel

Besides, we can say Japanese unions, but we cannot say "the US's unions" (of course, we can say American unions, but in this question, it is "US"). Since we cannot say that, the only choice left for us is "unions in the US".

those指的是unions,你错在这个点上

1.one和that,those是核心词指代。prep 08笔记
2.that 和those都是指代的是同一个事物的new copy,这是manhattan SC中pronoun那一章讲到的;这里的those指代的是unions而不是Japanese unions

it, they 是同一指代,但是those that 是同类指代啊,这道题里面的 those 并不是japanese unions啊 只是泛指unions!
manhattan里面给出两个例子来说明:
The money spent by the children is more than that spent by her parents  同类指代 不是同一份money 但是都是money 泛指
The money spent by the children is more than it was expected to be.  It 是同一指代 是同一份money
