做OG13，SC的50题，D选项

解释中提到the reccession must be followed by that. 为什么？

同时OG13，SC63题 E选项，作为正确选项
to establish tigher restrictionson on the amount of grain farmers will be allowed to grow ... 这里明显省略了that

楼主，我的理解是，如果没有加that 明确 many were fearing earlier in the year,是修饰前面的 recession,　会有many were fearing earlier in the year 可能来修饰economy的歧义
