原句说，引起了其他采取同样行动国家的恐惧——是那些国家的恐惧。
E 说是引起了瑞士对那些采取同样行动国家的恐惧——是瑞士恐惧。

这道题，为什么不能是D，WITH的独立主格作原因状语，因为害怕其他的国家也会跟随这样做，因此P才会建议COUNTRY买掉黄金储备。

虽然过了很久...............
with引导独立主格时确实不存在逻辑主语的问题 但应该明确 那是针对with后的分词/adj./介短等而言的 因为分词/adj./介短的逻辑主语就是with后的n. 也就是说with独立主格不考虑逻主的问题是限定在独立主格结构之内的 可是放眼整个句子 with独立主格这个整体结构是要在句子中做一个成分的 如状语 那就要考虑整个结构的修饰对象 如在本句中是govenment
所以D改变了原句的意思 支持E
我在想 如果with结构作状语修饰前面的谓语动词
但是前面有两个 一个是recommend 一个是sell，
那with到底应该修饰谁了？
指的是不是就是这个歧义？？

不同意选 D。
单从保持原意上说，raise fears... 是结果。
A：... this raised fears of...
B、C：...as a result...
E：现在分词 raising 表结果。
而逻辑上如果要表示伴随，raised 则是多余了。而且 panel 带着 fears 建议也非常 awkward.
语法上 D 没大错，但在保持意思和逻辑上漏洞太多了
因此选 E。
