A： To be able to move is wordy and able is redundant after enable; to apply is not logically parallel to the infinitive phrase (able) to move.

为什么说此处的to apply和tomove是不平行的呢？

这个没想明白，不过问题应该是出在 to be able to move.. and to apply上

是 to be able to move.. and to apply
还是（able） to move.. and to apply
的ambiguity么？
