答案选的是A。我很不能理解，为什么established在also前加了逗号的情况下可以作 the act of Congress.....的谓语？！

ALSO在动词前作副词没错啊。。。有逗号是因为有插入语可以解释吧，，Lz怎么理解的？

这句话中有三个逗号。city, Washington, D.C., also established
其中，Washington, D.C. 这里面的逗号是属于整个名词的，可以忽略。并且这个名词是修饰the new federal city，所以可以把它当做插入语，省略掉。那么，这个名词前面和后面的逗号都能够一起被省略掉（因为是插入语）,相当于：My friend, Zhang Jun, is a good man. 和这道题是一个道理！

不理解也没办法，选项就这几个，A是里面最合理的。

这题给我的感觉就好像是My motherwho is very beautiful ,is a doctor.这个句子主语和谓语这样放没问题吗？who is very beautiful明明是定语哇，又不是插入语。。。

对的对的，我突然想通了，逗号华盛顿就是插入语，所以选项A这么放就没问题了，哈哈
