i chose A , but the answer is B.


i think "The plant had reached the age at which its operating license expired" in A is perfect match " It also represents a belated acknowledgment by the power industry that they cannot operate such plants safely." in the word of first person. why B? i can not see any relation

Because they can't operate plants safely.

Nppm's argument:

Conclusion: Its not a victory at all.

Because its more a economical issue but not safety issue.

Ok...What if safety issue is the cause to " more economical issue " ?
