错了，是动宾关系，句子的主语是不定式的宾语 to complete（ the army……） took 700,000 artisans more than 36 years；说起来这是初中应该掌握的句型了吧
这是一个句型的三种变化；
it takes sb ……to do sth
sth take sb ……to do（它的宾语就是句子的主语sth)
sb take ……to do sth
