答案是C，本人做的时候在B与C之间犹豫很久，感觉这两个选项都对，一个是杀不死很多害虫，另一个是杀死很多益虫……求解

不要批判题目的前提假设这一点很重要

方案目的性的削弱题，有三种顺序：方案实施了，但是达不成目的>方案具有副作用>方案不可行，逻辑题有一个原则是选择最合适的那个选项，也就是说可能同时多个选项多多少少都符合题意，但是选最优的那一个，方案目的性的优选顺序应该如上所示，第一个直接削弱（方案达不成目标)-----(第二个，有副作用，但没有直接提及方案对目标的影响）----（第三个，方案无法实施，但是方案如果可以实施可能可以达成目标，这个削弱的效果最差）
如果选项里这三种削弱同时存在，请记住最优选的顺序
