Q 17 and Q24 are identical, but suggested answers are quite different.
Why not A ?
I just finished this test. These two different answers confused me, too. I chose A at first. But after checking the answers, I think "on condition that..."should be followed with a common clause. That is to say, it does not have to use the Subjunctive Mood which is used in A. According to the whole meaning of the sentence, the "on condition that..." clause should be in the Present Tense to express the common rules. So at present, I think C is the best answer.
Hopefully, more cders will discuss about it later!

另外可以排除C和E的理由有:
对于C,name有动词形式,那么根据“动词优于抽象名词”原则,应该使用name的动词形式。
对于E,1. on condition of 没有这个用法;2. 在逻辑主语不明确的时候,“被动优于主动”。
刚刚搜了一下大全,发现有一题目未划线部分与joe的题略微有差异,但是并不影响句子结构,给出的答案也是A,供大家参考:

这里on condition是插入语。of是接spoke的,speak of。即使用虚拟,也应当是:that they be not named 而不是that they not be named

我也去查了CD上下载的longman,倒是没有看到les给你例子,倒是看到下面这个例子,我认为on condition that不一定表示虚拟,而只是表示条件假设。

这道题我先选B后来又选A. 看了大家的解释, 清楚了很多, 比较之下, 我觉得白勇说得比较好:
1. 条件从句的一个习惯搭配: on condition that ....排除D,E
2. 时态: 条件从句不能使用将来时: will not be used 错
条件从句的一般现在时 are not named 与主句的一般过去时(SPOKE)不协调, 排除BC.

即这个新的校董,以匿名为前提,说了blabla。。。。
这说明,on condition of 有这样的用法,这是其一。
其二,我记得越狱里面一句台词,那个良心发现的特工把诬陷证据给了Voronica,这个现场被另一个坏特工当场截住,坏特工把举报名单拿在手里看,恶狠狠对好特工说了一句:you named me! 把他杀了。意思就是说,你哥们儿竟然把我也报了!
这不是和这里not naming them一致吗?

剑桥字典上说,on condition that =only if:
I'll come to the party on the condition that you don't wear those ridiculous trousers!
only if既可以当一般的if条件假设用,又比if更容易用做虚拟语气。视文章意思而定。
是虚拟``??那省略的不是should 吧??省略掉了什么啊
弱弱地问一句:
为什么 they not be named 中的named不表示命名的意思,从而造成语义表达不清?
