D. 后半句说该举措根本不需要，这个有点过分吧。
你说人家不好就算了，所人家根本就没这个必要还是很过分的。

这道题我支持C. 第一句是实际发生的事情,是一个practice,而不是一个policy. 且其中的is not needed太武断了.
再注意C中用的是objective, 不是goal.这个objective还包括function:即Hachnut要根据项目中的performance来选人, 现在人都跑了,所以该项目的这个function没有实现.即the practice cannot achieve its objective

我看了看C與D,,還是C好一點..因為他倒底說出了真正整個短文要表達的,,
但偵結在practice,,我查了字典,,發現practice可做慣例解

我的理解是， 因为h公司的objective是“wants its managers to have international experience”，只是由于培训以后那些经理要跳槽，但是它确实是achieve the objective的，也就是'"wants its managers to have international experience“了的。
考的時候選C的, 看了正確答案重新鑽研一番同意D是對的, 只是對 "practice" & "policy"這兩個措辭把握的不是很好, 所以上來看看, 結果竟然發現好多人都同意選C...
可是我還是覺得D正確. 理由一樣是認為C的BF2解讀不正確. H公司sponsor員工出去唸書, 最終目的當然是希望這些增加了international experience的員工回來幫自己工作, 應該還沒有哪個公司是大方到出錢幫普羅大眾培訓經理人的吧. 如果這些經理人唸完書一個兩個都閃了, H公司的目的顯然是沒有達到...
