B: which was 的非限制性定语从句wordy；making...表示伴随，made provision for the removal of the government of the United States to the new federal city这一句子是provision的具体内容，用that从句更加清晰明了些；
C: 中and的出现使得句子fragment；
D：中act前面两个introductory elements，这个在OG里认为是不争取的；具体可以查看OG13 关于第52题的B选项的解释；
E:中establishing使得句子无谓语动词，使得句子fragment

我在prep语法中看到，这种题是要把分词结构放在前面的，就是done以及doing放在前面，逻辑主语也正确，the act，就是不知道如何选

亲，这是选项分析，但我不是太懂——（只有一个，违背常识）。小弟基础不好，请大牛赐教

选项分析
A. correct。The act of Congress是主语也是逻辑主语。
B. that引导的限定性定语从句改为了which引导的非限定性定语从句，使得国会立法案就只有1800年颁布的那一个，违背常识；making作为伴随approved的结果状语，逻辑意思不合理，其应该是说明act的作用，修饰act。
C. which指代太远不及A好；and的插入使得前面分句没有谓语，后面分句没有主语。
D. 主语前面部分冗长awkward；making作为非限定性修饰，使得句子表达的是act of Congress只有那么一个，违背常识。
E. The act of Congress少了限定性定语从句的修饰，使得句子表达的是act of Congress只有那么一个，违背常识；establish和make provision逻辑上是同一层次的，不应该把establish作为伴随结果(逻辑含义也变得不合理)，所以要不把also establishing改为and also establish，要不改为同A选项一样。

关于E的解释我的回答有点问题，现在有点事，回头完成作业哈

看了LZ和2L的分析, 我觉得不准确.
A 选项正确，不作分析
B 选项修饰错误，which was approved April 24本来是作状语修饰主句，但这里作了定语不当的修饰了Congress，本应作定语修饰Congress的making provision 在这里却作了状语修饰了整个句子。
C 选项最大的问题在于approved April 24状语部分（虽然应用被动，但形式正确）形式上被升格主句并与established并列，严重改变了句意。同时which made provision修饰错误。
D 选项修饰不当making provision 应做为定语修饰Congress，这里作状语修饰了整个句子。
E 选项错误最为严重，在结构上，把定语从句升格为主句，而原来的主句被降格为状语，严重的歪曲了句意。
