我的疑问: 为什么they没有指代呢?

按照这样的逻辑,they应该指代public universities.(即使这样的指代有语法错误,但是我认为不能解释说they没有指代词啊)

A选项中，因为students是在所有格结构中，所以they不能指代students.
B选项中，they也不能指代students，因为前面只出现了单数名词student，而且是作为形容词修饰fees
C和E中，出现了多余的连词（C：even if, but E: even though, but）
