20.前面是independent institutions of higher education,当然后面也需要有对称的,所以E是对的.CHARGE的意思就是CHARGE在字典里面的意思.
21.IT指有含有SUB-LANGUAGE OR DIALECT的LANGUAGE;用了HAVE FOUND,当然只能用HAVE TRIED喽.
