The possible long-term health risks to airline personnel who repeatedly cross multiple time zones has been a concern since the first jet transports went into service in the 1950s.
A. who repeatedly cross multiple time zones has been a concern since the first jet transports went
B. who are repeatedly crossing multiple time zones has been a concern since the first jet transports that went
C. who repeatedly cross multiple time zones have been a concern since the first jet transports went
D. repeatedly crossing multiple time zones has been a concern since the first jet transports went
E. repeatedly crossing multiple time zones have been a concern since the first jet transports going

题目很简单，根据risks...have been和since后面的谓语很容易就做出了答案C，不过分析时候有点疑惑，希望大牛帮忙解答一下。

1. personnel和people这样的词什么什么时候是当做复数什么时候当做单数？

2.正确选项中： personnel who repeatedly cross 的cross用一般现在时是表达一般的规律吗？表达的是空乘经常穿越时区的一般规律？那为什么官方解释说B选项中“are repeatedly crossing” is the wrong tense, since it refers to airline personnel who worked as far back as sixty years ago.
然后解释中D,E选项中又没有说到时态的问题。是可以理解为personnel (who were) repeatedly crossing multiple...吗？如果是这样有没有错？

3. 个人认为repeatedly不适合用现在进行时，不知道又没有错？

简单说一下。
1.LZ想的太多，题目中的airline personnel 是指的一类人，所以这里用复数。.

2 who repeatedly cross 作定语修饰airline personnel 不是单指现在一时刻的人，而是指这种频繁跨时区的人。所以不用现在进行时。
对于D, E, 不牵扯时态问题，repeatedly crossing 现在分词这里作定语修饰airline personnel 相当于who repeatedly cross。这没有用错，D错的是用了has，E错的是用了going。

3 repeatedly 不能用于现在时态的说法是不对的，如果这有一句说，我正不断的拍门。那么这里就是可以用repeatedly 在现在进行时的，这完全要根据句意进行时间范围的划分。

谢谢指点，好像是我想得太多了，那就是说像people，personnel，media这样的词是根据语意来分单复数吗？还是说一般就是用复数？

people和personnel都是集合名词，都用复数吧。
media本身是复数名词，media的单数形式是medium。
