为什么national average表达不清呢？

national是指哪个nation？china?
A选项的was应该出现应该出现在最后

呃如果是national 表达不清这样看倒是可以理解
但是as.....as be .....这样的结构倒是有看到哦应该不能算错吧？

因为as...as前后两个句子要平行，就像and前后的句子一样，I am and are you, 这样句子肯定不对吧？

可能是我没有说清楚
as......as+助动词是这样的结构我有见过
“正如”倒装（只保留助动词）

在这里这条法则好像不合适

我又把题目仔仔细细读了几遍，觉得这里应该是一个主语的比较，这里是一个主系表的结构，省略了谓语动词好像也不会产生误会。

现在我大概是这样理解的，请指正。
