答案：D，我选了A

我明白significane 是不可数名词，但是D中，do 不行，如果用could,那一定是D。do 无法与could have 并列啊？

这是不同时态和语态的比较。guiding principles of the tax plan （可能会）与particulars of the plan（已确实）的重要性相比。

比较结构如果能补出谓语，还是尽量补出来比较好吧。
这种不同时态与语气的比较或并列还是比较常见的，有几个例题可以看看。OG：60,168,265
