这道题目中国人很难做对，因为这和美国的国情有关。因为美国每个state都有自己各自的法律，比如在有些state吸大麻合法，在有些state不合法。
为什么要选all states face,和。。。of each state呢？
因为污染问题是每个state都遇到的，但是regulatory envionment每个state都不一样，所以必须要点名each state去决定各自的。

我觉得og解释已经挺明确了，WHILE引导的从句已经提示前后两部分的不同性，那么根据句意来看all states应该和each state 有所对比。
