哦，再仔细看了一下，觉得last year 位子有问题。B 更准确，而E中last year 在句首，既可修饰前半句，又可修饰整个句子。

谈谈我的理解：
开始的时候我对题目的理解和你一样，但是后来发现如果是“重建”的话，题目的选项能体现这个时间顺序的只有C接近。但是我又仔细读读句子，发现C表达也不是重建的意思，而是那些建筑在倒之前是违章建筑。所以C有逻辑错误。
in violation of city's building code在句子中的作用，是说那些违背建筑要求的building倒了，有点像是解释那些建筑倒的原因。
一家之言！
这样偶就明白了，没看懂这半句时偶一直觉得这句话没有任何语境让我想到建筑是先“建”后“毁”而非“重建”。如果是违章建筑的话，那么显然先建后毁在语意上更加通畅。

从in violation of。。。。可知是‘建’而不是‘重建’
last year 和 had 。。不合适。应该修饰地震才对。 所以发生在地震之前用过去完成时。

OG的解释好像是说last year有歧义，可能修饰的是had been，也就是说OG认为last year是可以和过去完成时一起用的（我个人也就得只要逻辑意思讲的通，没有什么不可以的），但是，B的last year 同样可能是修饰后面的had been啊，ＯＧ是不是自相矛盾呢？
如果说这个题的考点是修饰语位置造成歧义，我觉得E更好一些。至少E里面last year离earthquake很远。

2、B中的last year在从句中修饰were destroyed or damaged，E中last year 在主句中修饰had been constructed。

1,先建好后倒掉，没有建好怎么倒？A居然把两个时态都一样，没有逻辑先后了。
2，last year的位置导致了修饰对象的错误。应该以ETS的原意为准。
我做这道题，开始啥语法也没有看，就看了一下construct，想，如果是重建，应该是reconstruct啊，没有re开头那一定说的是以前建的，然后根据时态，三下五除二，选了b，后来看了大家讨论，觉得自己这样做题真是有点悬。
弱问一下，这道题中的that were 可不可以省呀？
