因为GO BY的意思是到病人家中拜访的意思，而只有A选项提出了医生在OFFICE 办公的情况，从而区分了两种CONDITIOIN，排除法选A。

好像不是啊。从webster dictionary中查go, 有这么一条意思，
to act in accordance or harmony 。
说明这里if my experience is anything to go by的意思是说，如果我的经验有什么参考价值的话....

首先，楼上kethy 网友对go by的理解是正确的。

其次，题目问选项中哪个成立了，第2个理由不抵消第1个。

考察这两个理由：

理由1：浪费时间。

理由2：病人不会要求看。

如果理由2成立了，理由1就显得多余了，即理由2抵消了理由1。所以，要找到选项让理由2不成立或不完全成立。

再看选项：

(A)在新法律强制下，理由2不成立。正确答案。
